The Lagos State Government LASHMA – Assistance in Distress (LASHMA-AID) in its commitment to ensure that residents in the State under life-threatening situations, get adequate medical attention and stabilized, has resuscitated a 22 year old vulnerable pregnant woman,Tingni Kindness and handed her over, with her newly born baby girl to the Plateau State Government.
In the handing over ceremony of Tingni Kindness and her baby to the Plateau State Government, which took place at the Lagos State University Teaching Hospital (LASUTH), Conference Room, Ikeja, the Permanent Secretary, Lagos State Health Management Agency (LASHMA), Dr. Emmanuella Zamba, disclosed that on 6th June, 2026 at about 9pm, LASHMA-AID, got an emergency call from its ambulance operator for pre-hospital care, Lagos State Ambulance Service (LASAMBUS), that it has picked an unconscious pregnant woman at Allen.
The Permanent Secretary explained that immediately, LASHMA-AID swung into action and contacted LASUTH for availability of bed space. Upon confirmation, she added that Tingni Kindness, was taken to LASUTH and her treatment commenced immediately.
Dr. Zamba said that on 21st June, 2026, Tingni Kindness, while still at the hospital, receiving care, delivered a healthy bouncing baby girl.

While commending the Governor of Lagos State, Mr. Babajide Olusola, for signing the Executive Order and making provisions for the stabilization of Lagos residents in life-threatening emergencies which Tingni and her baby benefitted from, she applauded the Chief Medical Director, Lagos State University Teaching Hospital (LASUTH), an ILERA EKO Champion, Prof. Adetokunbo O. Fabamwo, as well as the Management team of the facility, for their swift response in providing emergency services to Tingni.
The Permanent Secretary said “we are here today to commend LASUTH and draw the attention of everyone home and abroad to what the Lagos State Government is doing towards providing emergency services to ILERA EKO Enrollees and the vulnerable”.
She assured residents in the State, that LASHMA would ensure that the programme is sustained so that everyone in emergency situations either indigenes or non-indigenes or vulnerable residents, would continue to benefit from it.
Dr. Zamba called on Lagos residents not to hesitate to call 080-000- LASHMA-AID (080-000- 527462-243) whenever there is any emergency situation and LASHMA-AID would be there in a jiffy.
She said that LASHMA-AID is being funded by a percentage of the Equity Fund provided by the Lagos State Government to take care of the vulnerable population and also a percentage embedded in the premium that Enrollees pay.
The Permanent Secretary, urged the Plateau State Government to ensure that both the mother and child are given accommodation. She added that Tingni Kindness should also be empowered as she has no source of livelihood so that she could be able to cater for her baby.
The Chief Medical Director, LASUTH, Prof. Adetokunbo O. Fabamwo, applauded LASHMA for taking the bold step to ensure that the Agency in line with the Executive Order, rigorously pursued the emergency services for Lagos residents. He narrated that Tingni Kindness, a pregnant woman, was rushed to the Hospital and as at the time that she was brought in, she was not under labour.
He disclosed that upon her arrival, her managed care commenced immediately and she was stabilized. The CMD added that, it was at the point that the Hospital was about transferring her to where she could conveniently stay under the Law, as she has no accommodation, that she fell into labour and delivered her baby girl.
Prof. Fabamwo said that upon delivery, the Plateau State Government was contacted through its Liaison Office in Lagos State and arrangement to take her home with the baby safely, was made.
The Commissioner for Women Affairs in Plateau State, Mrs Caroline Pamglang Dafur, represented by the Principal Admin. Officer, Plateau Liaison Office, Lagos, Mrs Philomena Yakubu, appreciated the Lagos State Government, LASHMA and LASUTH, for the good gesture extended to one of their indigenes. She said “if not for the swift intervention of LASHMA, only God knows what could have happened”.

Tingni Kindness and her baby would be taken care of and looked after because the good health, safety and protection of both the mother and child, are of great concern to the State Government.
The beneficiary, Tingni Kindness, who thought that she was being wheeled into the morgue, was full of praises for the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, the Permanent Secretary, LASHMA, Dr. Emmanuella Zamba, LASUTH CMD and the Social Welfare Department in LASUTH, for giving her and her baby the opportunity to live.
Please recall that LASHMA-AID, which was launched in December 2025 in line with the Executive Order, fully took off in March 2026 and since then, it has saved 34 lives out of which 8 were ILERA EKO Enrollees and 26 were vulnerable in the State.
